The law signed by Trump on Wednesday directs federal agencies to provide assistance to states affected by a disaster, but makes clear that it requires state officials to help states that are “struggling to compensate and care for those who can no longer afford to pay.”

“The law has no impact on states’ responsibilities to provide assistance or recovery, as their responsibility and legal authority predates and continues to predate the implementation of these federal authorities,” the Department of Justice and Department of Homeland Security said in a statement.

The law is one of the few actions Trump has taken since he took office on Jan. 20 to address a major problem facing many areas of the United States, including flooding, drought, air pollution and hurricanes.

It will make it easier for governors of states that are “struggling to compensate and care for” flood victims and for states that “were not able to adequately coordinate their recovery efforts for people they could not afford to help.”

The Obama-era federal policy allowed states to temporarily withhold money without affecting the states’ obligations under the disaster relief act.

In late 2015, after Hurricane Maria struck Puerto Rico, Congress enacted the National Flood Insurance Program (NFIP) in the wake of Hurricane Katrina in New Orleans and Hurricane Sandy in 2012.
